Bell was waived by the Panthers on Friday, Max Henson of the team's official website reports.
Bell suited up for a total of nine games with the Bengals during his first two seasons. He was looking to earn a spot contributing on special teams and providing depth at linebacker, but ultimately failed to do so.

Bengals' Brandon Bell: Signed by Bengals
Bell signed a contract with the Bengals on Friday, Geoff Hobson of the Bengals' official site reports.
The Bengals linebacking corps is currently ravaged by injury -- Preston Brown (leg) and Nick Vigil (knee) are ruled out Sunday, while Vontaze Burfict (hip) is questionable -- leading the Bengals to bring back Bell. The 23-year-old recorded 10 tackles over three games with Cincinnati in 2017 and should fulfill a depth role at linebacker.

Bell (undisclosed) passed his physical, and the Bengals erased his Non-Football Injury list designation Wednesday.
Bell appears healthy and ready to practice, though the nature of his injury was never disclosed. Entering his second season in the NFL, the linebacker will continue to compete for a depth role during training camp.

Bengals' Brandon Bell: Receives promotion
Bell was promoted to the Bengals' active roster Friday, Paul Dehner Jr. of The Cincinnati Enquirer reports.
This move comes in the wake of Kevin Minter (hamstring) being placed on injured reserve, while starter Nick Vigil (ankle) and Vontaze Burfict (concussion) will also be out for Sunday's game against the Vikings. The need for depth was evident, but Bell will be one of five healthy linebackers in Cincinnati, which may afford him some defensive snaps. Still, the undrafted rookie has no NFL experience, so Sunday will serve as a good litmus test of his abilities.
