The Titans signed Smith on Monday.
Smith appeared in three regular-season contests with the Panthers last season, recording a pair of tackles. Signing at this stage of the summer would suggest Smith doesn't have a very realistic shot at making the 53-man roster.

Panthers' T.J. Smith: Signed to Panthers' active roster
Carolina signed Smith off the practice squad to the active roster Saturday, David Newton of ESPN.com reports.
Smith was unable to make the Panthers' 53-man roster at the end of training camp, but he opted to stick around on the practice squad. He was elevated for Week 5 and 6, and over that span he played 45 snaps (34 on defense, 11 on special teams) and recorded one tackle. Smith's addition to the active roster will give the Panthers some depth on the defensive line.

Panthers' T.J. Smith: Agrees to terms with Carolina
The Panthers signed Smith on Monday, Joe Person of The Athletic reports.
Smith bounced back and forth between the Vikings' practice squad and active roster over the course of his three-year NFL career, but he's now found a new home in Carolina. The 27-year-old defensive lineman has appeared in four games during his time in the league, recording 11 total tackles while playing 108 total snaps (86 defensive, 22 on special teams). He's expected to compete for a backup role in the Panthers defense as the offseason advances.
