Outside linebacker Jonathan Massaquoi will not participate in the Titans' first organized team activities, per ESPN.com.
Massaquoi, who was claimed off waivers from the Falcons earlier this year, is recovering from shoulder surgery. He had a bone spur removed from the area, but the procedure was categorized as a minor cleanup.
Massaquoi recorded 22 tackles in 15 games with Atlanta last season.
