Howard (coach's decision) is inactive but will serve as the Steelers' emergency third quarterback against the Browns on Sunday.
Howard will continue to operate as the emergency QB3, which means he is not allowed to play Sunday unless both Aaron Rodgers and Mason Rudolph are removed from the game due to injury, illness or ejection.
