Simpson (coach's decision) is inactive but will serve as the Rams' emergency third quarterback against the Raiders on Sunday, Sarah Barshop of ESPN.com reports.
The first-round rookie will not enter Sunday's contest unless both Matthew Stafford and Stetson Bennett leave the game due to injury, illness or ejection.
