Jacobs (hip) was listed as a non-participant on the Raiders' estimated practice report released Wednesday.
The Raiders' initial injury report of the week is lengthy, but that's not a big surprise with the team having played two days earlier. Star tight end Darren Waller (knee) was also listed as a non-participant Wednesday, but the expectation is that both he and Jacobs will be able to practice in some capacity Thursday.
