O'Connell (coach's decision) is inactive and serving as the Raiders' emergency third quarterback Sunday versus San Francisco.
O'Connell has regularly been Las Vegas' emergency QB this season and has yet to log any game action. He won't be able to enter Sunday's matchup unless both Kirk Cousins and Fernando Mendoza have to exit due to injury, illness or ejection.
