Houston (groin) was waived Tuesday, Scott Smith of the Buccaneers' official site reports.
Houston's groin injury has healed, but he failed to make Tampa Bay's initial 53-man roster. The 26-year-old wide receiver will be a candidate for Tampa Bay's practice squad if he goes unclaimed on waivers.
