The Lions signed Carter to the practice squad Monday.
Carter played four games with the Browns in 2025 before succumbing to a knee injury but did not log any offensive snaps in the contests. The wide receiver played 31 special-teams snaps over the healthy span and will likely fill a similar role for the Lions if he is ever elevated to the active roster.
