The Packers signed Owen to the practice squad Wednesday, Bill Huber of SI.com reports.
Owen appeared in two games with the Colts last season, returning five kicks for 141 yards and one punt for two yards. He'll provide some wideout depth in Green Bay with Jayden Reed (neck) and Savion Williams (ankle) banged up.
