Kelly was activated from the reserve/COVID-19 list Tuesday.
The offensive lineman was placed on the COVID list Monday but made a prompt return to the team Tuesday. With starter Billy Turner (knee) testing positive for COVID-19 on Tuesday, Kelly may pick up the start again Sunday against the Lions if Turner can't go.
