Is sports betting legal in Missouri?

Yes, the Sports Betting Initiative of Missouri Amendment 2 officially made sports betting legal in Missouri when voters narrowly approved it on November 5, 2024. • Temporary sports wagering licenses were issued on October 22. 
• The MGC issued temporary sports betting licenses to bet365, BetMGM, FanDuel, Caesars, Fanatics, ESPN BET and Underdog.

September

• The Missouri Gaming Commission confirmed on its website that sports betting will begin in the state on December 1, 2025.
• ESPN BET joins the list of applicants for a sports betting license in Missouri ahead of the September 12 application deadline. Here is the current list of applicants: bet365, BetMGM, Caesars, ESPN BET, Fanatics, FanDuel and Underdog. DraftKings and Circa have already been granted licenses.
• Underdog joins forces Kansas City Royals as its sports betting partner.

August

• The Missouri Gaming Commission has awarded its two untethered sportsbook licenses to DraftKings and Circa. A third applicant, FanDuel, will now have to gain market access through the remaining licenses that require an in-state partner. 
• The Missouri Gaming Commission allowed DraftKings, FanDuel and Circa Sports the opportunity to appear before the MGC on August 13, 2025. These three operators applied for the two available untethered mobile sports betting licenses. All other licenses require an in-state partner. 
• The MGC posted on its website that other retail and mobile sports wagering license applications are due by September 12, 2025, if the applicant wishes to offer sports wagering beginning on December 1, 2025.
• The Missouri Gaming Commission posted a notice on its home page encouraging sports wagering license applications to be submitted promptly to allow for thorough review and immediate consideration. The notice states, "Prompt attention will allow for temporary licenses to be issued as soon as possible and ensure that SW suppliers have the ability to properly test and certify any necessary systems and/or equipment by the sports wagering launch date of December 1, 2025."
• Fanatics Sportsbook applies for an online and retail sports wagering license, becoming the fifth operator to formally submit a request to the Missouri Gaming Commission. As of August, Fanatics operates its sportsbook in 23 states, including some states bordering Missouri.
• On August 15, DraftKings and Circa Sports were awarded the two untethered sports betting licenses in Missouri.
• Fanatics Betting and Gaming announced a partnership with Boyd Gaming to launch online and retail Fanatics Sportsbook locations at Ameristar casinos in Missouri in December, pending regulatory approval.  

July

• FanDuel has applied for one of the two untethered sports betting licenses in Missouri that does not require an in-state partnership. FanDuel does not have a retail casino partner in Missouri. DraftKings has also applied for an untethered license. Overall, Missouri will license up to 14 online operators and issue up to 19 retail licenses. 
• Circa Sports joins FanDuel and DraftKings in an effort to acquire a license that does not require an in-state partner. 
• Here are the operators who have indicated interest in being licensed, either by reportedly applying for a license or announcing a casino partnership in Missouri: DraftKings, FanDuel, Circa, Underdog, BetMGM and bet365. Caesars, Bally's and Penn (which runs ESPN BET Sportsbook) already own retail casinos in the state.
• At a public hearing held on July 17, no state residents submitted any comments regarding the launch of sports betting in Missouri, keeping the target date of December 1 on track.

May

• The Missouri Gaming Commission begins accepting license applications for sportsbooks. Missouri's sports betting tax structure, established under Amendment 2, imposes a 10% tax on adjusted gross revenue, which is the total amount wagered minus payouts and certain allowable deductions. This rate is slightly below the national average for sports wagering taxes. Licensed operators can deduct promotional credits, such as "bonus bets," up to 25% of total wagers, and any month with negative adjusted revenue can be carried forward to offset future profits.

Revenue from the tax is distributed first to cover the Missouri Gaming Commission's regulatory costs. After that, at least $5 million or 10% of the remaining proceeds—whichever is greater—goes to the Compulsive Gambling Prevention Fund, with any leftover funds directed toward K–12 and higher education in the state.
